- DESCRIPTION
Under the supervision of the Dean of Counseling & Matriculation, the Director will provide leadership and oversight to the Office for Students with Disabilities (OSD). The Director is responsible for the day-to-day supervision and evaluation of department personnel, programs, expenditures, and facilities as well as collaborating with campus constituencies to develop and improve policies, programs, and services for students with disabilities.- REPRESENTATIVE DUTIES

- Leads, develops, supervises, evaluates, and coordinates equitable services, strategies, operational policies, procedures, and standards pertinent to the goals and objectives of OSD; monitors and assesses program activities for equitable access and success, and operational efficiency. (E)
- Ensures District compliance with local, state, and federal regulations in support of equitable outcomes and success for students with disabilities. (E)
- Develops and coordinates program outreach efforts, both internally and externally; utilizes various communication tools and methods to inform and train students, faculty, counselors, and the public about program services, opportunities, and requirements. (E)
- Promotes diversity, equity, inclusion, cultural competency, and a positive work and academic environment. (E)
- Oversees the development, implementation, and establishment of program policies, processes, and procedures; monitors and evaluates operational and program success and quality; recommends, develops, and implements quality improvement program assessment tools and/or methods with administration and/or regulatory agencies. (E)
- Plans and administers the day-to-day operations of OSD. (E)
- Ensures equitable and appropriate services are provided to students with disabilities; including, but not limited to, review of the students with disabilities verification and eligibility process. (E)
- Provides culturally relevant intake and disability related service to ensure that students are accommodated in a timely fashion. (E)
- Ensures all student records are maintained in a secure manner and remain confidential. Serves as a liaison between OSD students, faculty, and staff concerning instructional and other accommodations. (E)
- Provides and facilitates in-service presentations/training to students, staff, and faculty.
- Leads, trains, supervises, and evaluates assigned faculty and staff. Certifies payroll for assigned personnel. Applies the terms and provisions of applicable collective bargaining agreements; state and federal laws; and District Board Policies and Administrative Procedures in personnel matters. (E)
- Compiles and reviews data and ensures all state and federal reports are submitted as required.
- Develops and monitors budgets and maximizes financial resources. Coordinates and administers DSPS budget according to state requirements and audit standards. Prepares mandated fiscal reports. Allocates funding for maximum effectiveness within legal guidelines.
- Conducts department staff meetings.
- Leads the District's OSD Advisory Committee.
- Creates an atmosphere of collegiality and supports the goals of participatory governance.
- Resolves conflicts and issues within the department in compliance with collegiality and due process.
- Participates in community, state, and national organizations and meetings. Participates on committees, task forces, and special assignments relating to OSD responsibilities.
- Be available for day, evening, or weekend assignments.
- Coordinates and supervises the implementation and modification of technology.
- Performs other related duties as assigned.
- MINIMUM QUALIFICATIONS
EDUCATION AND EXPERIENCE:
The designated coordinator or director must meet the minimum qualifications for a DSPS counselor or instructor set forth in Section 53414(a) through (d) or meet the minimum qualifications for an educational administrator set forth in Section 53420 and, in addition, have two (2) years full-time experience or the equivalent within the last four (4) years in one or more of the following fields:
(1) Master's degree in rehabilitation counseling, or
(2) Master's degree in counseling, guidance counseling, student personnel, clinical or counseling psychology, education counseling, social work, career development, marriage and family therapy, marriage, family and child counseling, or a Bachelor's degree in marriage and family therapy or in marriage, family and child counseling and possession of a license as a Marriage and Family Therapist (MFT):
(A) Counseling for students with disabilities; or
(B) Counseling in industry, government, public agencies, military or private social welfare organizations in which the responsibilities of the position were predominantly or exclusively for persons with disabilities, or the equivalent, or
(3) Master’s degree from an accredited college or university and one year of formal training, internship, or leadership experience reasonably related to the administrator's administrative assignment. AND Two (2) years full-time experience or the equivalent within the last four (4) years in one or more of the following fields:
(1) instruction or counseling or both in a higher education program for students with disabilities
(2) administration of a program for students with disabilities in an institution of higher education
(3) teaching, counseling or administration in secondary education, working predominantly or exclusively in programs for students with disabilities; or
(4) administrative or supervisory experience in industry, government, public agencies, the military, or private social welfare organizations, in which the responsibilities of the position were predominantly or exclusively related to persons with disabilities.- Commitment to equity-based leadership and programming that ensures equitable access and support to eradicate disproportionate impact gaps.
- Sensitivity to and understanding of, the diverse academic, socioeconomic, cultural, differing abilities, and ethnic backgrounds of community college students, passion for the pursuit of DEIA principles and actions and how that positively impacts the organization, and how positive leadership successfully promotes the achievement of all students’ educational goals.

- Analyze data and compile and present narrative and statistical reports.
- Manage the maintenance of records.
- Prepare and deliver presentations.
- Utilize standard office software and equipment.
- Maintain confidentiality of sensitive and/or protected information.
- Provide customer service with a high level of sensitivity, tact, and patience.
- Communicate effectively, both orally and in writing.
- Establish and maintain cooperative and effective working relationships with all employees and others encountered in the course of work.
- Demonstrate a sensitivity to, and understanding of, the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students.
Supervision received from the Dean of Counseling and Matriculation and supervision provided to the faculty and staff of the Office for Students with Disabilities.
